You signed a binding contract and they don't have to let you go.
Under section 44420 of the California Education Code, the CTC can
suspend your credential for up to one year if the district asks them
to and you won't be able to teach anywhere during that period. This
record of credential suspension will remain accessible to any
administrator in the future which will make it highly unlikely that
you will be hired to teach in California ever again.
That is the harsh reality. They can keep you if they want to unless
you're willing to face the license suspension (which will cost you
both jobs since you can't teach without a license). Quite frankly,
they might have sent rejection letters to other candidates and/or
those other candidates have taken other jobs. It is nearing
mid-July and they have other openings to fill, and if your job is a
"shortage" field, then they may not want to let you go.
That said: most administrators don't want someone who is there
against their will. If you really plead your case, them may release
you, but if you play hardball and refuse to come, they can make life
hard for you. It would be a pretty miserable year sitting in a job
that made you stay.
