I'm only familiar with school districts sponsoring teachers
who need a visa in very high need subjects. It is not
uncommon for them to sponsor Spanish-speaking teachers (which
is high need), Math, and some sciences. Special ed is high
need, but because it is so tied up in special ed law, I don't
know if they can use foreigners. There are plenty of general
elementary teachers in California who don't need a visa.
Typically, it is the larger school districts that do this.
They say the Bay Area has a significant need in all areas
because the high cost of living makes it difficult to retain
teachers. You might check up there...
