The cheapest way to fulfill the CLAD requirement is to pass
the CTEL tests. They're done via computer at Pearson VUE
testing centers, which are around the country, and I
believe the out of state testing centers can provide the
test.
I don't know if that is the easiest way around it, but I
suppose it depends on how well you can read something and
then test on it.
