I also had to jump through the hoops coming from out-of-state.
I did it in 2010-11 so not sure how relevant it all still is.
For me, I had two options. 1) Take a series of classes or 2)
Take the CTEL (3 tests)
Classes: Most colleges offer a set of courses. You pay per
course so this is not the cheapest way. Depending on how many
classes you take at a time it takes 1-2 years for most people.
While more expensive, good for those who have test anxiety.
CTEL: You can take a prep class, but those cost money. I
studied on my own. There is a book called The Crosscultural,
Language, and Academic Development Handbook by T. Diaz-Rico
which was REALLY helpful for me. I also got practice tests
from mometrix.com (though the CTEL is no longer listed on
their site). And I got flashcards with all the vocabulary,
but I can't remember where from. Those were both also REALLY
helpful. I studied a few hours every week for a few months.
(I already had some background knowledge from the SIOP classes
I took in Idaho.) If you take the CTEL, don't try to take all
3 tests in 1 day. I took 2 tests the first time, and 1 test a
few months later. If you opt for all 3 in one day, they don't
give you extra time (explains the failure rate). Oh! And know
how to write a good essay.
To know for sure what you need currently, contact the
Department of Ed for more info. I find they are most helpful
in person, if possible. (I find their website overwhelming,
outdated, and not really helpful.)
