Full-Time Education Liaison

The major responsibilities of the DHS Education Liaison are to lead and support the removal of education barriers for children involved with DHS; as well as identify educational support and resources to meet the specific educational needs of children involved with DHS. Collaborate & communicate with child welfare, CBH, other external stake holders, and school personnel on a regular basis on behalf of the educational needs of DHS children. Educate, support, and conduct trainings to child welfare and school professionals on the needs of children and youth involved with DHS.
The DHS Education Liaison will directly report to the DHS Social Work Supervisor.
• Serve as a liaison between DHS, DHS’ Improving Outcome for Children ‘s Community Umbrella Agencies, DHS contracted Providers, Community Behavior Health, Foster Parents, Families and School personnel to promote collaborative processes & communication in educational planning for DHS students
• Track Early Warning Indicators (EWI) for children in DHS care attending school K – 12 and utilize educational data to plan and consult with DHS and provider workers, school personnel, and other stakeholders
• Directly assist DHS case workers in the removal of educational barriers and the development of appropriate action plans to support and solve educational issues for DHS involved children and youth
• Support special education planning for children and youth who are eligible for or receiving special education services
• Coordinate with and support DHS Education Stability Social Service Manager, School-based personnel with individual consultations, technical assistance, and facilitation of trainings for DHS, providers, CUA agencies, school district staff, charter schools, school counselors, principals, vice principals, RTI/SAP specialists and external stakeholders and resource families in order to remove educational barriers and promote academic well-being for children and youth involved with DHS
• Coordinate with and support DHS Education Stability Social Service Manager, Early Childhood Intervention (ECI) personnel with early intervention and early childhood program linkage via the School District of Philadelphia and other system partners for children under 5 involved with DHS
• Coordinate with and support DHS Education Stability Social Service Manager, School-Based personnel to address transition planning issues, barriers to school record transfer, credit recovery issues and diploma attainment for out of school youth in DHS care; for youth
• returning to school from delinquent placement or services; and children and youth in DHS care returning to Philadelphia from other counties
• Coordinate with and support Achieving Independence Center and DHS workers to ensure post-secondary college planning, post-secondary program enrollment, and/or employment attainment for high school youth involved with DHS
• Convene, coordinate with and assist Probation and DHS delinquency provider workers and school counselors to address and remove educational barriers for children and youth returning from delinquent placement and/or receiving delinquent services
• Coordinate with the School District’s Student Transition Center to address school transitions, enrollment, supports, credit recovery issues and diploma attainment for DHS youth
• Provide technical assistance and training to Probation, DHS, DHS provider agency, and school district staff on the educational needs of children and youth in the delinquency system
• Research and identify resources and tools for child welfare workers that can support the educational needs of children and youth involved with DHS
• Timely input, maintain, and manage Education Support Center database to track all consultations, activities, and resolutions on behalf of removing educational barriers for children and youth involved with DHS
• Attend internal, external, and cross-systems meetings and teamings locally and within the state that address the educational needs of children and youth in DHS care.
• Utilize excellent speaking & writing skills that shows proven proficiency in using mobile /computer technology
• Effectively manage multiple projects, assignments and responsibilities as needed
• Perform other duties, as assigned by direct supervisor, that relate to advancing the overarching goal of the Education Support Center
• Strong writing skills; ( 2 writing samples will be requested prior to interview)
• Strong oral communication skills
• Capacity to quickly learn technological platforms and applications necessary to perform job functions
• Teaching and/or training, seminar, or workshop delivery experience a must
• Ability to effectively manage multiple projects and responsibilities
• Ability to work in a team
• Significant local and state-wide (nearby PA counties) travel required
5 years of experience or more in child welfare, education, special education, school counseling or related field
Bachelor’s Degree in Education, Social Work, Early Childhood Education or related field
