    You'll have to check with your state's board of ed. In
    Illinois, your neighbor to the west, we only issue "emergency"
    certificates through a district that needs someone in a high
    need area, and they can't find one. So, you don't get the
    emergency certificate, the district gets one for you by going
    to the state board of ed, claiming they can't find a fully
    certified person, and asks for an emergency cert for you. You
    then have a couple years to get fully certified.
