Some districts are definitely better than others, even over
the long-term. I switched districts a number of years ago and
it's one of the best decisions I made. (I was a little scared
at first - but it worked out for me.)
And, yes, administrators will come and go... and district
philosophies will change over the years, but you will be there
for the long term. It's important to be connected to a
grade/subject/curriculum you enjoy, with a population of
students that is a good match for your abilities and
personality.
To the OP - Hang in there. The simple fact that they are
granting you interviews means they're impressed by your
credentials. Sometimes the "dream districts" are the hardest
to get into, especially if they're known to be successful and
supportive. Keep interviewing and your persistence will
hopefully pay off. Good luck.
