It used to be creativity was valued in teaching, and teachers would use
supplementary materials in addition or even instead of the main texts.

It isn't allowed now in many if not all public schools. So-called "PLCs" are
either b*tch sessions against the principals or other staff or they are
teach-to-the-test sessions.
