    Not always. Nevada has weak unions, and that makes life easier for
    administrators. It's easier to kick around unrepresented teachers.
    This doesn't mean you can't kick around union teachers, just that
    it's easier, that's all. The OP has an administrator certificate,
    so that's why I suggested Nevada. From what I heard, CCSD is still
    hiring administrators, even if they're not hiring teachers. They
    need more power point presentations, and useless meetings, don't you
    know?
