Program Improvement has various steps or stages depending on how
long your school or district has been in PI. In your case, it's
the district which is going into PI Year 1. Year 1 requires
parents to be notified, an improvement plan to be developed, and
professional development to be provided. Year 2 requires the
district to continue implemeting the plan developed in Year 1;
Year 3 requires more drastic measures such as replacing staff.
Becoming a charter school could be one potential change that would
either be part of the Year 2 Plan Implementation (if your district
chooses that as part of its plan) or the Year 3 Corrective Action,
but it's only one of many options and does not take place in Year
1.
