I a school has low reading score, and falls into title one
status. They may spend the title one funding on an approved
program. These approved program must have national,
scientific based research to show that they work. In other
words BIG MONEY. Only a few publishers have the time, money
to show their statistically significant success. Now they
will have even more money because title one may only choose.
Title 1= Means Federal Funding=NCLB
%free or reduced lunch
%Minority population
%Below grade level
School that do not have significant # in these categories do
not rely on NCLB Funds.
Urban school whole budget can hinge on the test score.
