Obviously you need some kind of quick test to see where they
are at. What is available in your school? We use Dr.
Sheflebine's BPST, there is the Buns-Roe IRI, the San Diego
Quick. You could use Accelerated Reader levels as well, but
that is more about comprehension than oral reading.
You can also rank them according to their state testing raw
score for a general idea of how they are doing.
Does your reading series have an inventory test of some kind?
