Is the light the power on button?

Was it unplugged for a long time?

could be the backup battery (yes desktop mac's have batteries)
a small battery that keeps track of the screen, printer, clock
and other settings when you unplug your mac. Normal life is
approx. 5 yrs.

You could try a power manager reset, or zapping the pram but
if you get it working don't unplug it.
