    In my district, I had to sign an agreement stating I would follow
    normal chain of command. Additionally, if you call 911, the fire
    truck, ambulance, news media, etc will come out. A threat from
    the lips of a child as he fumes out the door should be taken
    seriously, but it is NOT an emergency. The PR to the school
    would be devastating, the police would be angry, media would make
    a big deal about it and you'd be promptly NON RENEWED, which
    means you won't have a job.

    You have to follow normal chain of command. Then, if nothing is
    done about it, you have the right (and I think the ethically
    responsibility) to file a report with the police and/or CPS.
    This is very different from calling 911.
