It's a tough one; gossip and socialization begins in a
flurry in the middle school years. Note-passing, chatting,
etc. can get out of control if not nipped in the bud. You
need to be firm, and figure out when the children can have a
minute or two to feel free (end of period? first two minutes
when you are collecting homework?).... And stop the action
when you are ready to teach, put names on the blackboard
(whiteboard, whatever), with a checkmark each time a child
breaks the rules, and with 3 checks, it's time for extra
homework, loss of recess, or some other
annoying "punishment".
Stop, don't talk over them, stare, and tell them to hold
their chatter until it's THEIR time... they are not to waste
YOUR time.
