    I am an elem teacher and so don't know the exact reason for
    this, but I would assume that early
    childhood/toddlers/infants/etc. require much more care and
    attention than elementary school age children. A room of
    20 babies or toddlers and only one teacher would be very
    difficult to manage. If I remember correctly, the ratio is
    about 1:5 or 1:6 in that setting. There are legal reasons
    for this and I'm sure if you contact a daycare they may be
    happy to answer your questions.
