I live in VA and teach elementary school there also. The
parents of a student I had a few years ago adopted a preschool-
aged child from Russia with some developmental delays and
sought help for him through a program called Child Find. It's
a program that offers free developmental screenings for
children in preschool. They do the basic vision/hearing tests
but also screen for speech and language, fine and gross motor
control skills, concepts and social skills. Based upon the
findings of the initial test, they might recommend more testing
or find resources for the parents and child. The number is 703-
791-8857. I live in northern Virginia but if your niece
doesn't, they might have the local number. Good luck.
