    Just my first thought - maybe she isn't ready?

    What is your criteria for having a child wearing panties and
    starting to use the toilet?

    My second thought - if you are frustrated, the child most
    likely can sense this, and even if they are ready to potty,
    they might be playing into your frustration?

    Perhaps if you are frustrated you should not be trying to
    potty train that one right now? At least from my experience,
    my being frustrated has never made for successful pottying.
