I agree with you - if a child is dry all day and uses the toilet
on a regular basis - they are ready. So, has she been
consistently going in the potty and is just now starting to have
    accidents?

Don't know if you are interested, but - I don't use pullups at
all. We go from diapers to underwear. I start training them
when they are starting to keep their diaper dry between changes
and have shown an interest in toileting. I work from the
beginning having them pull down their pants and remove diaper and
get on the potty with as little help from me as possible.

Since the parents are usually working with me on potty training,
I first have them try undies at home over a weekend and see what
kind of success they have. If they are having success, then I
begin with undies and see how it goes. If there are problems
right away with accidents, we go back to a diaper - since that
isn't sanitary for the other children. But, if it is just
accidents every once in awhile, we keep plugging along with
    undies.
