    #1 --

    If I don't pick something up, I just tell them I am going to
    grade it in their notebook -- they turn them in during each
    test. I don't always actually check them in their notebook but
    honestly they don't know the difference. Sometimes, I pick up
    an assignment and then don't grade it. Again, they don't know
    the difference. I only check most HW for completion (HS math)

    #2 --
    I collect the entire classes HW. I say the same thing every
    time, "Put your name and your row number on your paper and pass
    it forward." I have never had trouble with students saying they
    didn't know we passes forward the HW -- perhaps because the
    whole row is passing them forward and they would have to really
    be out of it to not notice. If they were to tell me that they
    didn't know, I think that I would tell them that they should be
    listening and not give them credit for the HW. I don't accept
    late HW.
