It sounds like you can get things to work. The youngest are always easier to deal with because you don't have any bad habits to break. I don't teach band... so take my advice for what it's worth. Maybe your eight graders you could do some type of 'long tone' exercise or a long tone contest. While not quiet, at least they wouldn't be talking. You might also step up their academics. Quizes are amazing ways for students to get serious. They probably expect an easy/good grade in band. If it's not so easy, they will have to pay attention better. Be consistent. The older kids will be harder to deal with. Try to think of consequences for kids who misbehave. If there are classrooms near by, send them to another teacher. Maybe ask a teacher who has planning that period to be available sometime next week to take away disruptive kids.
