I have to teach college freshmen how to take notes, so don't be TOO
hard on the students. Also, it's possible your students were focused
on learning the content, as opposed to learning how to take notes -
they were two separate projects.
Did you TELL them the evaluation would be based on information
retrieved from notes?

I suggest you type in Cornell Notes in google (there are websites and
images available) and show them how to take notes. Many of my
students like to take their notes on the "fronts only", which then
leaves the back of the pages as the "left side" for their comments.
Another technique I'll do is "half-written notes" - I prepare some of
the page, but the students must listen and take down the rest. This
is particularly helpful to those students with very slow handwriting
skills.
