I don't know about the video but I've been using google
documents for my powerpoints. I created a generic student
gmail account that I gave my students the login and password
to. You can upload your powerpoints and share the file with
the student account. If you invite them as viewers they can
read the powerpoints but can't change them.
There are some space limitations (up to 10MB per presentation)
and I havn't tried powerpoints with embedded video yet. For
the most part this has worked for me.
