    .PDF is cross platform so any computer can use it.

    Old versions of word won't open new versions, works can't open
    them, either. "Most printers" allow you to print but before
    pressing continue or print
    you can choose "saveasPDF" file.

    PDF files can be downloaded, filled out and mailed while some
    computer operating systems and browsers
    will open the file
    online and it can be filled out and mailed.

    Who/where is your website hosted? They can help you put the .PDF
    file online so it can be accessed.
