I don't know if this is what you're looking for, but I use
free software from NetObjects:
http://www.netobjects.com/html/essentials.html. With the
software comes the backgrounds. Additionally, I know many
software programs allow you to use any file you find on the
net. The thing to remember is that you pay attention to
copywrites and give credit where credit is due.
