Quick question....

As a school counselor, can we hold workshops, meetings, etc
outside of school??

I think you could compare this to the concept of mental
health counselors holding workshops/meetings on stopping
smoking, self-esteem, etc.

Instead, a school counselor might hold workshops for kids,
parents, and teachers that covers bullying, self-esteem and
so on. Am I making sense, here? Is this plausible?
