Hi Jessica,
I think it really depends on the state where you want to teach.
In Nebraska you must have a teaching certificate and then your
masters in school counseling in order to be a school counselor.
In other states I think they do allow counselors to be school
counselors without their teaching certificate. You would need
to contact the Department of Education in your state to find
out what they require.
