They clearly aren't taking your warnings seriously. In
addition, I have really found that warnings do not work. Try
more subtle techniques to get them back on task (moving
closer, asking the whole class to get back in their seat,
looking in the student's direction, saying the student's name,
etc.) and then if those don't work follow through on your
consequences.
Also, taking the time to really get to know these students can
help get them on the right page. When they see that you truly
care about them, they will be more likely to behave in class.
