It's 100% for the parents, and from what I've seen, the bigger "graduation" a program does, the more stressed the kids are at the end of the year, while if there's not a big deal made of changing levels, the kids are more relaxed and excited about going to kindergarten. If you have to do one, keep it simple, keep it sweet, and keep it short. 15 minutes of the kids singing songs they've done in class and getting certificates for their scrapbooks, with a party afterwards, followed by the kids going home with the parents is plenty. Or, better, skip the ceremony, have the party, and send the certificate home.
