    SEI usually involves only the lower levels of English
    proficiency - students who have been in an English-speaking
    environment for a short time, up to a few years. It's
    basically just a new, somewhat politically-motivated name
    for the beginning levels of English instruction for English
    language learners (not bilingual instruction). I'm not aware
    of any specific strategies that would distinguish it from
    beginning ESL, ESOL, ELD, etc.
