    I have encountered 2 students who had the same behavior, but
    both ended up speaking because we made them. I know, you
    said you can't make a student speak, but that is what we
    did. One was a 1st grader and one was a 3rd grader; first
    language was Chinese, but both had excellent writing and
    reading skills. Talking with the teacher one-on-one came
    first. Give them opportunities to initate conversation with
    open-ended questions and refuse to accept only hand
    gestures. The questions should be able to be answered with
    short phrases, nothing too difficult. Build from there to
    small group. Does he have a good friend? Make sure they are
    together if you think that will help. It worked with both of
    our kids, it will work with yours!!
