    If the goal is socialization then I think it's fine for the newcomer
    to "read" Frecklejuice. If the goal is to improve his reading, I
    don't think the newcomer should read it. There are lots of ways to
    scaffold so that he will understand the plot and the characters, but
    he will be understanding because of the scaffolding, not because
    he's actually doing any reading. And even with the scaffolding,
    unless you are translating for him there's a lot he won't understand
    since he has no English.

    Frankly, I think it is wasting the newcomer's time to be reading
    Frecklejuice when he could be reading something at his level that
    will build reading skills. There are lots of levelled reading on the
    Reading A to Z website. You could also put him on Starfall or print
    their books.

    Unfortunately he'll probably have a lot of moments in the day where
    he is just following what everyone else is doing but not really
    understanding (like reading a chapter in a science book). I would
    really encourage his teacher to use this time to improve his reading.
