In a nutshell, it means that the students are not really immersed
in the language they are learning. When they are away from school,
there's little if any need to use the target language. They
associate almost exclusively with others who speak their L1. In
many cases, things they need to read (street signs, instructions,
names of stores, menus, whatever) are in their L1. If they watch
TV, they can find programs/channels in their L1. The main benefit
of immersion is that the language learner is forced by necessity to
learn and use the target language.
