Is he receiving ESL instruction at school but you want him to have
more?
Or does the school say he is fluent in English and doesn't need ESL?
I hope the answer to one of those questions is "yes". If he is in a
public school and he is not yet fluent in English, he definitely
should be receiving ESL instruction at his school. Have you talked
to his teachers about what they are doing to help him learn
English? The comment made above about ESL being "only for Hispanic
kids" should not happen in any U.S. public school. It is illegal to
only provide ESL to Spanish-speakers, and it's definitely a
violation of civil rights.
