I'll answer your question.

All Bush has to do is have the US military take full control of all the
Iraqi oil fields (we already control the country) and declare that oil
to be the property of the United States as the spoils of war. We take
that oil exclusively for our needs which is about 115 billion barrels of
oil (the second largest behind Saudi Arabia). That comes to us, we sell
it and take a percentage of the proceeds and put it back into repaying
the american taxpayer for funding the war by paying off our national
debt. When that is done, we take that money and start rebuilding Iraq
and then annex the country. We now control the second largest oil
supplier in the world, and more than enough meets our needs.
