The best way is to provide it as an option and let the parents vote
with the number of kids they send you. Believe me, there are
parents who want this option. And there are millions of kids in
urban centers who need it. In my older city it is an option where
schools were recently rebuilt or refurbished, it was possible to
look at it because these select buildings have cooling systems. It
is time to give parents more choice. The current system does not
meet the needs of everyone and I am sure there are models of this
year round system out there that work well and should be available
for more people.
