He does not control the traffic. I had a similar situation in
college. There just weren't any other buses that I could
take; I could either come 40 minutes earlier (very early
Tuesday and Friday morning) or enter just after the professor
started lecturing. It was awful to have to come and sit in
front of the locked room when the central heating was just
turned on in the building and it was almost freezing in the
hallways (so I was afraid I would fall asleep and die of
hypothermia). Luckily this was the second semester so spring
soon arrived.

Your student at least has another time slot to be put into.
And if he was in your later class from the beginning, you
would be completely unaware of the situation and would not be
upset with this student.
