It sounds like you have a bad class here. You can try the
trick with raising your hand, but if they are generally
uncooperative, it may not work (or it may--I may try it
myself).
I would try to limit my lecturing, give the kids more stuff to
do, give them a 0 if they are texting or doing other homework
and don't finish their work, and write all the directions
down. If you have them take notes, check the notebooks, don't
let them sit there and do something else when they are
supposed to be writing stuff for your class
