    I have the same situation in my class. I tell them to read
    from the book boxes that are on their table,or draw on the
    back of one of their papers , add more detail to your writing
    or write a note to your family. Just anything to keep them
    busy until the next event. I also use a timer for snacks- some
    would take so much time that they would miss instruction.
