Because university programs need to justify their budgets,
fill their quota of enrollees, pay their staff, and promote
themselves. It's good business for them to advertise the
teacher shortage. Yes, there ARE shortages--in very low
paying places. There are NO shortages in places with great
pay, good insurance, and some sense of quality of life.
