My wife had the same problem last year. She weeded out a couple
hundred books (it doesn't sound like many, but the library is
tiny), and started buying books that were needed. She had only
the book fair proceeds last year, so we ended up donating some
books. The Parent Club gave all the teachers $500 each for
supplies over the summer, and gave the library $300. That
bought about 50 books at the local used book stores over the summer.
My wife visits the main used book stores about weekly, looking
for books the library can use. She usually also picks up a
dozen or so at the semi-annual Friends of the Library booksale.

The book fair itself results in several books bought by parents
for the library, with a nice bookplate inside. (Today is the
last day of the book fair, and it's running until almost 10pm,
since the 6th grade class is doing their "Parents' Night Out"
    fundraiser, babysitting younger kids.)

She tried having wish lists at the local bookstores for parents
to buy books from, but that only resulted in one or two books,
so she isn't bothering with that this year.
