    I've worked in private school libraries for most of my life,
    and I have a masters. If this is an area where you are
    trying to save money by not hiring someone with a degree, my
    suggestion is that you get a library board made up of
    parents, one or two teachers, and the librarian. Set up
    particulars through this group and have all librarians hired
    adhere to the policies that it creates.
