I think it depends on the district. My first school library hire was after the school year had begun so they didn't care where I was from. It was only two weeks after the year had begun, but still there was an air of desperation on their part. They had recently been told they had to have a certified librarian. (this was a loonnngg time ago) Have you worked with the age of kids that you are trying to get a job with? I think that is something that schools really take seriously. If you have not worked with your desired age level beyond student teaching, try to get some experience somehow. Volunteering somewhere would work, just to show you "get" the group and can talk with some insight about them. I just say this because you mention you are an academic lib right now.
