Do you have tenure? If so, then tell the teacher that you
don't tell her what to do in your classroom and she can not
dictate what books her students can take out of "your"
    library.

If possible, have students come to you at the end of the day
to pick up the books so that she does not "inspect" them.

Cooperation is great but it absolutely looks like a one-way
    street for this teacher.
