    Sorry that I did not make myself clear and thank you for your
    input. My son is in 2nd grade at a small church school
    (private) in the midwest. I did not know that there was a
    difference between instructional and independent reading
    levels. He is still reading level 1 beginning reading series
    and seems to have a hard time reading, stumbling over words.
