    Is it math? If it's math or foreign language, they need to
    master that unit before moving on. I teach history and social
    studies. I can move on to the colonization of America even if
    the class hasn't really grasped what was the Protestant
    Reformation.

    When half the class would fail the test, I'd also look
    carefully at what questions were commonly answered wrong. I'd
    want to know as best I could what went wrong. Is this a
    common occurrence in the class - do half of them fail all the
    tests? Some of them fail some of the tests?

    If this amount of failure is unique or even unusual, I'd throw
    out the test and not count it and I wouldn't use the test
    again in any other class.
