A better idea might be to hold math teachers to a real, achievable standard; can people actually learn from you. Teaching is far more than subject knowledge, it is being able to convey the information to others. The test I would suggest is - How many of your students require remedial training the following year and how does that number with your peers? This method works well in a public school system, though there isn't a way to include the exit level course since not all students take a college level class immediately after.
