Yes, the Japanese model is on to something. We use Singapore math (not Japanese, but Asian, nevertheless) at our school for grades K-6. It is a healthy balance between arithmetic and problem solving. The level of problem solving is remarkable. The students are very well-prepared for Algebra after basic skills with this textbook series.
