You're child has an amazing ability to collaborate with
others in an inconspicuous, albeit disallowed, way.
I would just say, "Your child was caught cheating." I don't
care if the parents don't support me. If the student keeps
cheating, s/he would keep getting refered to the office and
receiving zeroes on the assignments.
Don't be so concerned with parents that would not support
you. If they really cared about the kid and his/her
education, they would support you and try to correct the
child's behavior.
