The state cannot make any requirements of schools not receiving state
monies. However the governing body of the parochial schools whether
they be Catholic, Lutheran, or Baptist, can make the requirement that
teachers are certified and highly qualified. In my area that requirement is
made. However, I agree with you whole heartedly. Fulfilling those
requirements do not guarantee a good teacher anymore than it does in a
public school.
